Comprehensive Guide to Passport Reissuance: Procedures for Page Addition, Loss, Damage, and Personal Information Updates



Passport is a government-owned document that the Ministry of Public Security issued to Vietnamese residents for entry and exit, for the purpose of nationality and identity verification.

Vietnamese citizens who have been issued ordinary passports if the expiry date/passport pages expire or the passport is damaged, the passport is lost, etc then carry out procedures for passport issuance according to regulations.

1. Procedure conditions:

  • Vietnamese citizens with valid ID card;
  • Have an account on the Government Public Service Portal.

Documents to prepare for adults when reissuing an ordinary passport include:

  • Declaration form for passport issuance according to the form: The declaration can be filed online on the Government Public Service Portal or directly at the competent authority.
  • Passport photo: 02 photos, size 4cm x 6cm, face straight, head bare, no stained glasses, white background. Photos must have been taken within 6 months from the date of submission.
  • A valid citizen identification card or passport used for presentation: to identify the citizen.
  • Last issued ordinary passport valid for holders of expired passports and/or old passports
  • The lost passport must be accompanied by a lost report form

Documents to prepare for children under 14 years old:

  • The declaration form shall be signed by the parent or representative and stamped by the police of the commune or ward in the permanent or temporary residence area.
  • A copy of the child's birth certificate under the age of 14
  • Copies of documents issued by competent agencies of Vietnam to persons who have lost civil act capacity, people with difficulties in perception and behavior control, people under 14 years of age;

Note: *Additional costs if required by the Authority are not included in the above fee. You may be required to pay a fine due to passport damage or loss, and this fee will be decided by the Authority case by case.

2. How do I report my lost passport?

Within 48 hours after detecting the loss of the passport, it is necessary to report it to the nearest immigration office, according to the Lost Passport Report Form TK05 to cancel the validity of the lost passport.

When reporting, it is necessary to present a valid identity card or citizen identity card used for checking and comparison; if a report is sent by post, it must be certified by the Chief of Police of the ward, commune or town where the person permanently or temporarily resides.

Persons who lose their passports if they fail to promptly report them to the Immigration authorities will be considered for administrative handling in accordance with the provisions of law.

A passport whose validity has been canceled due to loss, when found, can be restored if the following conditions are met:

  • The passport was found undamaged, valid for 06 months or more;
  • In a passport with a valid foreign visa or in urgent cases.

3. Is it OK not to report losing my passport?

When a passport is lost, people are required to report it to cancel the validity of the lost passport. If citizens fail to report the loss of their passport, they may be subject to administrative fines according to regulations.
